Ongoing revelations about Russian interference in US and European elections and referenda, along with a nerve-agent attack on a former Russian spy in England, have shone a spotlight on the Kremlin’s aggressive hybrid-war against the West. But one need not be a Kremlin apologist to observe that it has been pushing on an open door.
