Nếu chỉ gia công đóng gói đơn giản sau đó xuất khẩu (XK) “hộ” theo tiêu chuẩn của đối tác, nhiều hiệp định thương mại tự do (FTA) có thể khiến Việt Nam trở thành “bia đỡ đạn” cho các nước trả đũa thương mại với nhau.
